Until you asked, you couldn't.  I went in and changed the permissions set so that you can. It looks like WordPress forums will only let you insert a photo if it already lives in the Web somewhere, like PhotoBucket or Flicker, because you can only insert a URL, you can't upload an image file.

When you're writing a forum entry, you can insert a photo in the entry using the toolbar.  Starting from the right, it's the 9th icon in, the one with the little tree on it.  A little dialog box will open up.  All you need to do is put in the URL.
